At first it appeared to install and I initially saw the IP Sound IMage Window and now no matter what I do I can't get IP-Sound to run on my Windows 10 laptop. Is it not compatible with Windows 10?

I've download the software and it appears that it's running just fine on Windows 10. I've used version IPS-v0.57a-Finale and there were no errors. The only thing I did was to run the software as Administrator to prevent additional errors.
I'm using IP-Sound on Windows 7 computers and I would like to use it on Linux. Can you help?

Unfortunately, IP-Sound is a Windows based application that is not developed to run on Linux computers. However, you can try to install it using Wine. Wine is free of charge and it allows you to run Windows applications on Linux, BSD, Solaris and Mac OS X.

You can download it through the following page: http://www.iw5edi.com/software/ip-sound
Right click the software, choose Run as Administrator (your username needs Administrator access) and then continue the installation procedure.
